National Town Hall Meeting On Children's Health Coverage: January 12, 2007

The Children's Health Fund, in partnership with the Morgan Stanley Children's Hospital of NewYork-Presbyterian Hospital and the Komansky Center for Children's Health, hosted a local town hall meeting to call attention to the status of children's health insurance in the state and the country. Senators Jay Rockefeller (D-WV), Max Baucus (D-MT), Orrin Hatch (R-UT) and Gordon Smith (R-OR) appeared via satellite from a national town hall meeting in Washington, DC. The senators voiced their support and willingness to work in a bipartisan fashion to reauthorize of the State Children's Health Insurance Program (SCHIP).

SCHIP provides health insurance coverage to children in low-income families whose income exceeds Medicaid income eligibility limits. Enacted in 1997, it was the largest expansion of public health insurance since the inception of Medicaid and Medicare. The program is immensely successful as seen by the reduction in uninsured children, from 22.8% of all children in 1997 to 15.6% currently. The program was originally authorized for 10 years and expires at the end of 2007.

Senator Hillary Clinton (D-NY) sent a personalized message to those gathered to emphasize the importance of health insurance for children and the role that SCHIP plays. A panel of health care luminaries including the Honorable Richard N. Gottfried, Chair, New York State Assembly Health Committee, Marjorie Cadogan of the Human Resources Administration's Office of Citywide Health Insurance Access, J. Emilio Carrillo, Vice President of Community Health Development at NewYork-Presbyterian Hospital, and Ken Lampert, President and CEO of Community Premier Plus, spoke to New York's experience with health insurance and answered participant questions from an audience of 150 people on the unique challenges and accomplishments of Child Health Plus, New York's SCHIP program. Assemblyman Adriano Espaillat also addressed the crowd of advocates, administrators, doctors and patients.
