According to Irwin Redlener, author of “Americans at Risk: Why We Are Not Prepared for Megadisasters and What We Can Do Now,” surveys showed that although nearly two-thirds of Americans thought that nuclear war was possible, only 4.5 percent of U.S. citizens participated in civil-defense programs, and 6.5 percent “said they would follow instructions of civil-defense wardens” in an attack.
